Council offers waste disposal for residents and ratepayers at five separate locations across the Wattle Range area.  Larger Resource Recovery Centres are located in Millicent and Penola, with smaller Waste Transfer Stations at Furner, Glencoe and Beachport. These facilities are intended for domestic quantities of waste.

All waste must be segregated into at least the categories below.  This table shows the types of waste that can be taken to each facility.

FREE Green Waste Disposal October & November

Between the 1 October and 30 November 2019, residents will not require a waste voucher to dispose of approved loads of green waste at the Millicent, Penola or Beachport Waste Transfer facilities. This is so that residents are able to clean up ahead of fire danger season. The following conditions apply:

  • This is ONLY for approved green waste, which is strictly limited to tree limbs and branches, grass clippings and weeds.
  • If any other waste is included in the load, a waste voucher will be required.
  • Loads must be presented by a Wattle Range Council resident or ratepayer.
  • All users must prove they are a ratepayer or resident by showing a current rates notice or driver’s licence with a Wattle Range Council address.
  • No green waste is accepted at Glencoe and Furner.

Waste Oil Collection Closed at Millicent & Penola

From Monday, 19 August 2019, waste oil will not be accepted at the Millicent and Penola Waste Transfer Stations until further notice.

Alternative means for disposal of waste oil will be posted on this website shortly.

Residents wishing to make use of this service are requested to please be patient.

Change to Service Provider

From Monday 1 July 2019, Veolia will be servicing Council’s Waste Facilities. The contract includes supervision of the sites during public opening hours, as well as transporting waste to the various disposal and processing locations.

There will be no change to opening hours and the waste voucher system will continue as usual. Cleanaway will continue to deliver the kerbside collection services.

Information about waste services will continue to be available on Council’s website, however all customer service enquiries will be handled directly by Veolia rather than Council.

Batteries no Longer Accepted at Beachport

From Monday 1 July 2019, no batteries will be accepted at the Beachport Waste Transfer Station.

Batteries can be taken, free of charge, to J & A Valcarcel-Fuentes and Sons on Aberle Street in Millicent. Alternatively, Batteries can be taken to the Millicent Resource Recovery Centre. Waste vouchers will be required for disposal, as usual.

Waste Disposal Vouchers

A waste disposal voucher is required at all Council Waste Transfer Stations and Resource Recovery Centres.  Each year, all ratepayers will be provided with 12 large trailer vouchers for use at Waste Transfer Stations and Resource Recovery Centres.  Vouchers will be delivered with Council Rates Notices and will expire on 31 August the following year.  Property owners are encouraged to pass vouchers on to their tenants.

Each voucher entitles the holder to dispose of up to a heaped tandem trailer (8x5) of segregated waste, each voucher has a value of up to $80.

From 1 July 2017, for a single bag of rubbish, up to 240L wheelie bin, a voucher can be stamped up to 4 times and on the 5th bag/bin the voucher will be collected by the attendant.

Additional vouchers can be purchased from Council Offices.

- small trailer vouchers $50 each or $250 for a book of 6 (Buy 5 and get 1 free)
- large trailer vouchers $80 each or $400 for a book of 6 (Buy 5 and get 1 free)

Penola Resource Recovery Centre*

Tuesday, Thursday, Saturday and Sunday 11.00am to 2.30pm

Glencoe Waste Transfer Station*

Wednesday 9.00am to 1.00pm / Sunday 9.00am to 12.00 noon

Beachport Waste Transfer Station*

Wednesday 9.00am to 1.00pm / Sunday 9.00am to 12.00 noon

Furner Waste Transfer Station*

* Sites are closed  Good Friday, Christmas Day and days of Catastrophic Fire Danger Rating. Council may occasionally close sites due to strong winds. Sites will be open as above on other Total Fire Ban days (Low to Extreme Fire Danger Rating). 

 

 

Waste Disposal Sites - Conditions of Use

By entering the facility, you agree to these terms and conditions of use

The facilities are for use by residents and ratepayers of Wattle Range Council.

  • The facilities are intended for domestic quantities of waste.
  • Users must follow the reasonable direction of the attendant at all times.
  • Identification showing residency or evidence of property ownership in the Wattle Range Council area will be required by the attendant.
  • No unloading of material until the attendant has inspected your load.
  • The attendant is authorised to refuse any item or load at their discretion.
  • Follow the directions of the attendant when unloading.
  • No trucks are permitted.
  • Safety rails are to remain in place at all times.
  • Strictly no entry to bins.
  • Smoking is not permitted.
  • Children and animals are to remain in the vehicle at all times.
  • Enclosed footwear must be worn.
  • All waste must be segregated and placed in the appropriate location or bin.
  • Users are not permitted to enter a trailer or ute at any time, except as specified below.
  • Users with cage or enclosed trailers with sides higher than 1.5m may enter the trailer to unload waste, however:

o   The trailer must be parked more than 2m from the bin; and
o   The user must be on level ground before throwing / placing waste in the bin; and
o   Waste is not to be thrown from the trailer into a bin;

  • No waste is permitted to be removed from any facility.  No scavenging is permitted.
  • No cement sheeting or gyprock is accepted at any facility.
  • No hot ash or flammable material are accepted.
  • CCTV may be in operation.

Acceptable Waste

The following types of waste CAN be accepted at Council’s Resource Recovery Centres and Waste Transfer Stations:

  • Household waste;
  • Plastic bottles and aluminium cans;
  • Paper and cardboard;
  • Scrap metal;
  • Motor oil (domestic quantities only);
  • E-waste;
  • Hard waste (domestic quantities of construction and demolition material);
  • Car batteries (2 per visit unless arranged prior), all batteries;
  • LPG Gas cylinders (must not contain gas).

Prohibited Waste

The following types of waste CANNOT be accepted at Council’s Resource Recovery Centres and Waste Transfer Stations:

  • Tyres;
  • Mattresses (unless covering removed and metal sprigs are segregated from other materials);
  • Lounge suites (unless covering removed and components segregated);
  • Liquid Paint;
  • Treated timber (CCA, creosote);
  • Cement Sheeting Asbestos;
  • Hazardous chemicals

Free Garden Mulch Available

Residents and ratepayers can get trailer loads of garden mulch for free at Penola,  Millicent and Beachport, subject to availability. 

This organic material is a natural product made from the garden waste dropped off at Council’s Resource Recovery Centre from Wattle Range residents and businesses. The mulch available does not meet industry standards for a saleable mulch product and is therefore available at no cost.

Those taking advantage of the opportunity will need to bring a tarpaulin and suitable rope to secure the load before exiting the site. A disclaimer will also need to be signed prior to collection. 

As the organic material may contain plant seed, sharp and splintery objects, dusts and allergens, Council strongly recommends the use of Personal Protective Equipment (PPE) when handling this material. PPE should include heavy duty gloves, long sleeved shirt and pants, safety glasses and dust mask or other respiratory aids.
