Wattle Range Council is seeking submissions regarding a proposal to reconstruct a rural road currently in poor sealed condition as an unsealed road.
At the January Council meeting it was decided to consult the community on the proposal to reconstruct Sebastapol Spring Road, between Agricultural Bureau Drive and Leybar Road, Millicent as an unsealed road.
The road was among a number of roads subjected to an independent condition assessment, which found it to be in very poor condition with the recommendation being a full reconstruction.
Council’s Chief Executive Officer, Ben Gower explained the rationale behind the proposal, “The sealed surface of the road itself is quite narrow, it has a number of severe defects including, potholes, ruts, cracks, soft edges, water ponding and edge breaks.”
“Council have conducted two separate traffic count surveys, which have indicated that an average of 45 vehicles per day use this section of the road. Such volume of traffic on a rural sealed road is relatively low when compared to similar sections of unsealed roads within the area.”
“This data, along with the estimated costs to renew have led to Council staff recommending the reconstruction of Sebastapol Springs Road as an unsealed road” he added.
“Estimated figures indicate that costs to renew Sebastapol Springs Road as a sealed road could be up to $266,000, alternatively an unsealed reconstruction would cost $86,000. Council’s Sealed roads renewal budget is currently maintained at around $600-650k annually.”
Interested persons are invited to submit their views to Council in writing by 5 pm on Friday, March 3, 2017.
Submissions should be marked “Sebastopol Spring Road - Reconstruction” and must be addressed to the Chief Executive Officer, Wattle Range Council, PO Box 27, Millicent SA 5280. Alternatively submissions can be forwarded by email to firstname.lastname@example.org
It should be noted that regardless of the outcome, any works to be completed on Sebastapol Springs Road would not be programmed to commence until the 2017/18 financial year.
