Regional Assessment Panel

The Limestone Coast Southern Regional Assessment Panel (RAP) has commenced operation and became effective as at 1 July 2022. The RAP has been created for the combined areas of the Wattle Range Council, District Council of Grant, District Council of Robe and City of Mount Gambier.

The Panel is an effective way to pool resources and satisfy the requirements of the Planning, Development and Infrastructure Act 2016 (PDI Act), the Planning and Development and Infrastructure (General) Regulations 2017, and the Planning and Design Code in regional South Australia.  It considers and makes decisions regarding development applications on behalf of Council. The RAP is one of the authorities that can make impartial and transparent development assessment decisions on more complex developments and on those matters which may be prescribed by regulations.  Council's Planning Officers refer relevant applications to the RAP for consideration.

Code of Conduct

The Minister for Planning has adopted a Code of Conduct for Assessment Panel Members to be observed by all members of the RAP.

If you have any concerns or complaints with regard to RAP Members, you should direct your complaint to the State Planning Commission on 1800 752 664 or email saplanningcommission@sa.gov.au.  For further information you can take a look at the Complaints Handling Procedure on the PlanSA website.

Other Procedures

A number of relevant documents apply to the operation of the panel, including:

  • The Planning, Development & Infrastructure Act (PDI Act) and associated Regulations
  • Development Act (for applications lodge prior to the 31 July 2020)
